  • History: The Universal Postal Union is part of the United Nations and governs postal policies of the worldwide postal system.  Although French is the official language, English was added as a working language in 1994.   The UPU was formed in 1874 and meets every four years to revise existing international postal regulations.  1989 was the first time in the UPU's 92 year history that the event was hosted by the United States.  Held in Washington, DC from November 13 through December 14, 1989. Over 1,000 delegates from most of the member nations were in attendance.
